This paper, part 3 of three reports commissioned by the Combat Poverty Agency on the topic of educational disadvantage, is an evaluation report of the Agency’s Pilot Demonstration Programme on Educational Disadvantage. This programme consisted four integrated education networks. The evaluation was both evaluative and formative in nature; the local networks were assisted to reflect on their work as it developed and to become clearer on the desired direction of that work. Participation in programme discussions, seminars and with individual networks also provided the evaluation team with opportunities to become familiar with and contribute to developing understanding of issues and concerns, as they arose within the programme. The evaluation team also provided guidance to each of the networks in the development of their respective processes to monitor and evaluate their work, at a local level.
