This paper, part 1 of three reports commissioned by the Combat Poverty Agency on the topic of educational disadvantage, examines the concept of integration as it relates to comprehensive responses to early school-leaving and educational under-achievement at local, community levels, with more attention to educational disadvantage during primary and early secondary schools. Different levels of integration are identified and factors that contribute to or hinder achievement of integration are analysed. The paper includes definitions of “children at-risk” and “integration”, an outline of models of integration in other jurisdictions and an examination of the evaluation literature on integration.
