Social partnership and children's services

This paper was compiled during a period when partnership programmes were being processed and developed for various issues such as unemployment, drug problems and urban regeneration. The paper highlights that in the midst of these developments the child welfare system continues to struggle through perennial crises with little evidence of confident political and administrative leadership. It considers the potential of a social partnership approach for developing a new drive towards reforming the child welfare system and for restoring public confidence in its ability to both serve and protect children.
