The Special Education Project was established on a pilot basis in 1995 and was specifically designed for young people who no longer participate in the regular school system. The report presents the findings of an evaluation of this pilot phase and it is clear from the report that the project had considerable impact on its participants, who for the first time in their lives expressed satisfaction with their educational experience. A weakness in the project, as detailed in the report, is the absence of adequate descriptions of programme content and pedagogy as it relates to its particular target group and also the absence of an adequate support system to support teaching and other staff operating within this complex educational environment. In recommending the continuation of the project it also recommends the need for a more focused policy in support of this type of intervention.
